North Carolina Energy Saver offers two complementary programs for qualifying energy efficiency and electrification improvements:
HOMES – Homeowners
Managing Efficiency Savings Provides rebates for energy efficiency upgrades including insulation, air sealing, and heating/cooling system improvements.
HEAR – Home Electrification and Appliance Rebates
Provides rebates for electrification upgrades, including heat pumps, electric water heaters, and other modern electric appliances.
Will this cost me anything?
No. If you qualify, state program support through HOMES or HEAR covers the cost
of application, installation, permits and energy assessment. Final pricing is
reviewed and approved before any work begins.
Is LivSmart licensed?
Yes. LivSmart Home Services is a licensed North Carolina program partner
facilitating installations under Energy Saver NC requirements.

Do I apply through the state website?
No. LivSmart manages the eligibility review and project submission process for
qualified customers. This secure application allows us to review documentation
and request approval on your behalf.
What documents are required?
If enrolled in assistance programs, proof of active enrollment is required.
If not enrolled in those programs, your complete 2024 IRS Form 1040 is required.
Other income documents cannot be processed.
Can installation begin before approval?
No. Program approval must be confirmed before installation can begin.
